En noviembre de 1944, 54 estados atendieron a la invitación hecha por el gobierno estadounidense, para participar en la Conferencia Internacional de Aviación Civil en Chicago. El trabajo celebrado en la misma, y ratificado por 52 estados con la firma del Convenio Internacional de la Aviación Civil, supuso la base técnica sobre la que desarrollar las primeras normas y regulaciones que garantizaban la seguridad de la aviación civil internacional.
Con la firma del convenio por los 52 estados, nacía la Organización Internacional de Aviación Civil , organismo que al amparo de las Naciones Unidas tiene el fin de desarrollar los principios y técnicas de la navegación aérea internacional fomentando el crecimiento seguro y ordenado del transporte aéreo internacional.
En la actualidad 190 países desarrollan políticas comunes en materia de seguridad aérea en el seno de la OACI.
